Time Machine GUI Not Functioning

I'm experiencing an issue with my iMac. When I got my new iMac in 02/17 I set up TM and it backed up but I never had a reason to restore anything. End of 09/17 I upgraded to High Sierra. Went perfect and everything was transparent. I attempted to restore a file last week and when I click TM noting happen, GUI didn't open, no errors, nothing. I checked and TM was backing up. I noticed that I could navigate in Finder to the external TM HDD and there wasn't the normal backup file, it appears that TM was backing up folders/files like it was just copying them to the external TM HDD. I could navigate all the way down to a file, select it and it would show up in the preview, and I could even double click and it would open.


I contacted Apple and at first we thought it was because the external TM HDD was not formatted for AFPS. My iMac SDD was converted as part of the upgrade to High Sierra. So I reformatted the external TM HDD for AFPS it completed the first backup and the problem still exists.


I have not seen anything that states that the TM GUI is not working and that backups are being made but not as a single backup file, but a direct copy of the data being backed up.
