I can’t upload photos from iPad Air 2!

Has anybody else encountered the following problem or is it just me?

Since having iOS 11 I’m unable to upload any photos to Facebook or any image editing websites. I can‘t even add a profile picture to my Apple Discussions account! I click the option to upload an image. I select ‘Photo Library’ and the usual box appears showing various folders. The problem is that nothing happens when I tap on a folder, I can’t even scroll.

i have carried out a full reset on my iPad Air 2 and set it up as a new device but the problem is persisting.

Please help if possible.
