Moving iTunes to a new PC including play counts/playlists

I've tried to do it the way described on the website (copying the iTunes folder to external drive, transferring it to new PC) but it only came through with probably half my music and none of my playlists. I have iTunes Match, so the it'll source from the cloud, but I would prefer to have the sourced directly from the computer because it won't match some of my music. None of my play counts came through either. What am I doing wrong? Any suggestions?
