iPad Mini 2 Won't Update

So it's now November, and I still don't have the option to update my iPad mini 2 to iOS 11. It's getting to the point that my iPad mini is barely functional. There's only about 2 apps on it that still work, and even those are starting to get glitchy. Please don't tell me I have to buy a new iPad. 😟
