ios 9.3 ItunesU does not work

Hi.

I can't open iTunes U until last 2 days.

When I touched iTunes U icon, program crashing in a second.

I tried iPhone reset and create new iCloud account but didn't work.

How can I fix-it with out upgrade iOS version? If I have to upgrade iOS version, I leave the apple because of my other iPhone (6s) phone is working too slowly on iOS 11. This problem on iphone6 ios9.3

is it a temporary problem?
