How to get rid of a restrictions password WITHOUT a computer?
For some reason I have a restriction on my iPhone 5s. I don't know why and I don't know the password for it.

Having no computer would pose an impossible issue for this. Visit an Apple Store or Authorized Apple Service Center and use one of their computers.

One way or another then, you’re going to have to find a computer with iTunes to restore it with, or a computer or other device to login in to iCloud to erase it. If literally all you have is just the iPhone, there is no way to reset the restrictions passcode.
I can't erase it. If I try to, it will ask for my restrictions password.
Do you have find my iPhone enabled on it? If so, log into your iCloud account from another device and execute a remote erase.
