iPhone X activated before it ships

I got notification that my iPhone X shipped this morning. At the same time my iPhone 7 was kicked off AT&T cellular network. I spoke with AT&T and they said the new iPhone was activated in its place. My shippment tracking shows it was still getting ready to leave Apple in China. Apple stated they don’t activate phones, AT&T had no clue. Has this happened to anyone else?
