How,to,remove vpn on ios11

My iPad mini 2 is running iOS 11.11I did not sign up for a vpn connection. I just noticed one day a few days after upgrading that vpn was on every time I switch it off it turns right back on. I do not have this problem on my iPhone 6s Running the same iOS
