Cannot install iOS 11.0 says my IOS 10.3.3 is updated

My iPad4 (not mini) says IOS10.3.3 is current. Will not upload IOS 11.

The iPad 4th generation does not receive iOS 11, it is unable to receive anything later than iOS 10.3.3 and is no longer supported by Apple.
