You have to contact Apple support (specifically the iTunes department) and attempt to dispute it. Also see Get help with an item purchased from the App Store, iTunes Store, or iBooks Store - Apple Support for the last 90 days of purchases. Just by the way we're not Apple, but a public/peer-to-peer support group.
