Does macOS High Sierra v10.13 fix Safari bug not removing cookies on your desktop mac?

Hey teckie folks,

Does macOS High Sierra v 10.13 fix the Safari problem of not removing all cookies on your desktop mac - just some? Before you reply with a "quick fix", please note that many have exhasuted every method known the net to fix this problem - short of reloading the os. Ugh!

This problem does not occur on my laptop, which has the same settings and same os. Hmmm...what up with that?

Also, fyi, the cookies keep reloading even when the comuter is disconnected from the internet. So they are not reloading from the wayward sites. Some of these cookies are from unstable website hosts like foroomy.com. Don't like ghost ships floating around on my trusty mac.
