ios 11.1.1 update problem

It says I successfully updated my Iphone to ios 11.1.1 Next step was to log into my Apple account using my Apple ID and password. I did that successfully too or I wouldn't be signed in here. Next step was to accept Terms. I agreed to the terms. Then it goes and comes back with "Could not sign in". I can't get to any of my phone functions without getting past this step but it won't let me. Please help. Since my phone won't finish the update I can't call Apple Support and even though it says they have Chat there is no way to actually get to a Chat with them. Thanks, Sue
