Why are some getting the updates and others are not?

It appears that some iPhone users are getting certain features and others are not. Like for instance, my fiancé got all of the new emojis and a month later I got them. She can send money through iMessage and I can not. And yes, both phones are currently updated to the latest software. She has a 6 while I have the 7.
