For one, Apple Pay isn't available everywhere. It's sometimes restricted by geographical area, country, or even carrier
Check Countries and regions that support Apple Pay - Apple Support to see if it's supported in your region.
If you think it should be available, you'll need to provide more information as to what you're doing/seeing in order for anyone to troubleshoot your question.
