iMessage must be enabled on your phone and registered.

The person you are texting must have an iPhone and iMessage enabled. If you text an Android user, it'll always be green. It will also be green if in your settings you have "Send as SMS" when iMessage is unavailable. This is done when iMesasge, and iCloud are down.

iCloud must not be down on the Apple Status Page for your country or region. If it is, all messages will be sent SMS (Green) until it's back up.

All this requires a data plan on your provider. I'm guessing that you do.
