Two different countries - setting up family sharing

Hi, I am dutch and have had a Duch itunes account for 10 years. My wife is German and has a German account. We would like to share a family sharing plan.

How can we do this? Currently I get a message that it is only possible in the same country, which I think is a bit outdated.....?
