Missing hard drive as option for restore from Time Machine

After a hard restart, my late 2010 MacBook Pro (OS High Sierra) opens in Disk Utilities mode. When I select “Restore from Time Machine”, the option to select the internal hard drive as the place to install the backup from my Seagate external HD never appears. Therefore, I have nowhere to install the backed up data. The HD is missing. I used disk repair and it reports no errors. Has the HD simply died?
