How to correct flickering Mac mail not sending?

Our Mac mail will not send for the past 3 days. The email will be written and disappears as if it will send, however it does not leave the outbox. The email will reappear in a flicker every 15 seconds. This last in perpetuity until it is deleted manually from the outbox. We have upgraded the OSX yesterday, but the problem persists.
