Why have my iPhone photos come back when I deleted them all?

My iPhone said I was running out of memory - so I deleted all my pictures and videos. Over 7000 of them. I then cleared the recently deleted folder and physically deleted them from that.

This morning, all my photos are back and now my memory is down to nothing again! Why is this? All this messing around is enough to make me leave Apple. I had to manually delete them all from the folder as it wouldn’t even select them. I don’t have another 5 hours spare to do this again. What can I do?!
