How do I retrieve photos from iCloud

If it's from a backup, then you wouldn't be able to do what you ask as one cannot delve into a backup and retrieve any or everything.
If the photos were stored in iCloud, you could access your photos from the Photos app (providing you enabled iCloud Photos) or you can go to a computer and access it via www.icloud.com.
