Problem when creating Apple ID

Hello! I’m trying to create Apple ID on my IPhone 6 . The code is sent to my Mail but then when i enter the code it says :”We’ve run into a problem . Try again later” and “please contact iTunes support to complete this transaction . The code is correct.Please help me I can’t create Apple ID.

I’ve reseted my phone but it doesn’t work
