How to include all iphoto events to iCloud?

I've been using iPhoto for years and have all my photos organized into EVENTS. As I migrated to Photos the events were imported as albums. Some of the photos are on my icloud and some other don't appear there.

How can I import the events into my iCloud photo library? How can I be sure that all the photos are included?
