restored my phone from icloud back up everything is there apart from photos on moments it says scanning and on memories it says updating but none of my photos are there ? what should i do

Hi. Those albums are generated automatically by the Photos app. They were not saved in the backup, although I believe that has been changed recently. All of your photos are still there, in the Camera Roll or All Photos albums.
