The activity tab in my photos application shows the wrong photos- seems to be a random album from a few years ago, and it does not update. I've tried force quitting the activity in the utilities folder, but to no avail. Anyone have an idea what to do?

The Activity album is showing you the last activities you did in iCloud Photo Sharing. Andy photos you added to shared albums, any comment you added to shared photos in these albums. If the activity stream is showing you the wrong activity, check, if you are using the correct AppleID for iCloud.

Are we talking about the same "Activity" in Photos?
The Activity album is meant to show all photos you are sharing with other people using Shared Albums in iCloud. It will only update, if you are adding a photo to a shared album or other subscribers are adding photos to shared albums, or adding a comment to. photo in your shared albums. (iCloud Photo Sharing - Apple Support)
My screenshot is from macOS 10.13 High Sierra, but the Activity tab in Phots on El Capitan did also oshow the new photos added to shared albums.

Which version of MacOS X do you have installed? I'm using macOS 10.13 High Sierra, and when I share aphid, it will be added immediately to the Activity stream.
Are the photos you are sharing added to the shared albums? Can you add comments to the photos?
Yes, thats the folder. I was under the impression that would update any new photos added from my IOS devices. Until I got my new Apple TV I could use the activity tab in the screen saver and it would dynamically update with every picture I took- do I have that wrong?
It will update all photos added to shared albums.
If you enable My Photo Stream, you will see all new photos from your iOS devices in the My Photo Stream Album, perhaps you have been using My Photo Stream previously?
My Photo Stream will only been shown, if you do not have iCloud Photo Library enabled. Otherwise the new photos will appear in the "All Photos" album instead (at the bottom of the album).
I have this problem with High Sierra 10.13.2. The wrong photos are from another family member and not shared by me. If I look in my shared folder the correct caption is with the correct photos, but in the activity folder the same caption does not match the photo. My iPhone and iPad show the correct caption with the correct photo.
Any ideas on how to fix this would be appreciated.
I have both enabled- shouldn't both be an option?
This activity was showing all my recent activity until a few months ago, noW it is not. I'm definitely signed in correctly and it is happening on all my macs...
I am using el Capitan, 10.11.6. The photos that I take only go into the "photos" tab in the Photos app, not into activity. I'm not sure what you mean by add a comment to a photo....
My mistake- it was the "my photo stream" that was an available option on the Apple TV that is no longer there.
