Two-Factor Authentication Nightmare!!!

Two-Factor Authentication Nightmare: Both devices are recently updated and are needed to authenticate each other, both devices are "waiting for approval" neither device is sending or receiving codes. Does anyone out there want to borrow my hammer?

MacBook Pro (13-inch Mid 2012), macOS High Sierra (10.13.1)

Recover your Apple ID with two-factor authentication account recovery - Apple Support

If you can't get a code, you will need account recovery.

Doesn't work. Neither device will get past "Waiting for approval".
