charging iPad mini 2 from PC usb port

Up until about a year ago, perhaps a couple versions of iOS back, my iPad Mini 2 was able to recharge from any of my PC's front USB ports. What changed?

Hi. Starting with iOS 10, the "Not charging" message was changed to indicate if the charging port was not providing enough current to run the device and charge the battery. Your iPad will still charge, slowly, if you sleep it while connected to the computer. It will charge faster using the charging module it came with.
