verification required app store

I am required to verify my billing information on the App store everytime i download free apps. I always click none for payment method but it will glitch and ask me to Verify my Billing information endlessly , it's like a loop . I've deleted all of my debit cards from the App Store & switched the payment information as " None " & nothing works the same thing pops up. I have restarted , signed in and out.
