Can you set up family sharing so a person can use their own card to make purchases?

No you cannot. The family organizer card is the one used. However, if the person was to make a purchase of iTunes gift cards from the store, not iTunes store, and then redeem them on their account, they would have a credit balance. That credit balance would be used before the organizer's credit card. You can find iTunes gift cards at many retail outlets. That is the only way in a family sharing situation.
