i can sign into my account but wont let me download free apps. says apple id is disabled

I have an iPhone SE. I have tried changing my password. I can sign into my account but when I try to update my apps or download a free app it says Apple ID is disabled. It has been doing this for a couple of weeks. I don’t know what else to do.
