News app not syncing

The News app is not syncing correctly between my iPhone and iPad. I'm still running iOS 10.3.3.

When I first noticed the problem it wasn't syncing at all. I checked settings on both devices to make sure they're the same, that iCloud is enabled and then rebooted them both.

Now favorites and saved are synced. History and feed are similar but are not the same. The stories they both show are in wildly different orders, and some of the stories themselves don't show on both devices. Even the categories such as "for you," "trending," "top stories" etc are in different orders.

Any suggestions?
