iOS 11.1.1 Update - Location Services Won't Turn Off

Hello, Updated to 11.1.1 on iPhone 6 and Location Services won't turn off. The color for the green "it's on" indicator is a shaded color of green while the rest of the levers are all dark green. I have turned off location services for every app and function on the phone. Reset the phone a few times. Powered off and on. No success, it's stuck in the on position. I've read many posts from folks over the years who ran into this issue, tried all of the suggestions. No success. Thank you!
