Spotlight and Time Machine completely broken

I noticed a while ago that my Spotlight results were incomplete and Time Machine backups weren't finishing. I tried to reset Spotlight via System Preferences (adding and removing the disk in the privacy pane) and via terminal (mdutil -E, -i off/on, rm -r .Spotligh-V100) but without success.

The console reports thousands of the following errors:

error16:19:03.743202 +0100mdsLaunchServices: store or url (null) was nil -10813, retrying
error16:19:03.743247 +0100mdsLaunchServices: Database mapping failed with result -10813, retries = 7

If I try to make a Time Machine backup, the errors are similar:

error21:22:27.968375 +0100backupdLaunchServices: Database mapping failed with result -10813, retries = 1
error21:22:36.887358 +0100backupdLaunchServices: store or url (null) was nil -10813, retrying

I even did a re-install of macOS High Sierra (no clean install).

Any idea what's going on there and how to fix it? My searches are coming up short.
