How do you restore playlists that disappeared with Apple updates?

If I understand your post correctly, you are missing some playlists from your iPhone after an iOS update. I know my playlists are important to me and I'm sure yours are important to you. I'll be happy to help.
Here is an article you may find helpful:
Sign in to the iTunes Store on your iPhone, iPad, iPod touch, Mac, PC, or Apple TV
Once you've confirmed that you're signed in to the correct Apple ID, you also need to confirm that iCloud Music Library is turned on by going to Settings > Music > iCloud Music Library.
