Why doesn't iCloud recognize repeat spam?

I am getting hundreds of emails to my icloud account about uploaded or corrupted images, blah blah blah. They are always the same kind of spam/hack with links back to .ru and other fake sites to "log in" to my account.

My question is that these scams have been going on now for over 8 months and why doesn't APPLE have a filter that recognizes this BS???
