Does the iPad with WiFi + Cellular (2017 Model) require to buy a data plan?

I'm an AT&T customer and I can use the iPad with a Hotspot if needed.

Please advise. Thanks!

If you do not wish to use a cellular plan, then purchasing an iPad with wi-fi and cellular is not necessary. If you do not wish to purchase a cellular plan, it is not needed for the device to function. It will function just like a wi-fi only iPad, and you can still connect using your Hotspot from the iPhone if you wish.

You must have a active cellular plan to use the iPad as a Personal Hot Spot. Note this important note near the top of the article:

If you don't see the option for Personal Hotspot, contact your carrier to make sure that you can use Personal Hotspot with your plan.
