as the title says, my face id works excellent except it will not pop up when my kids ask for an app, be it a free one or a paid one it always gives an enter password notification. is there a reason or is it a bug.

I’m Having the same issue. Touch ID worked for ask to buy purchases on the iPhone 7 no problem. iPhone X uses Face ID for normal App Store purchases but the approval for kids purchases just asks for password, never get the Face ID approval screen.
Touch ID had the same issue in the beginning. Sort of. It worked for a while, then they disabled Touch ID for “ask to buy” purchases. Enough people complained and they re-enabled it. At least that’s how I remember it. I think that it’s totally unacceptable to be able to use it for regular app storepurchases, but not “ask to buy”. I suspect that Apple will fix this issue in later updates.
If you were to rephrase that to "It's not really a bug if it's working as Apple intended it to work" I could agree with that statement. It is an issue when it doesn't work like it did before and people are taking issue with it. But that's just semantics. It's obviously they way apple wants it to be, but many people don't want it to be like it is. Thanks for the link to the feedback page. It was pretty fast and easy to say "please enable Face ID for approval of Ask to Buy purchases." Maybe they'll change it if we let them know we want it changed.
That's the way to get Apple to at least see you would like to see a change. It doesn't mean you'll get the change you want, but if enough people feel this is an important feature and they provide feedback, you never know.......
