I believe you will have to be signed into iCloud with the same Apple ID on all your devices iPhone & PC), if that is what you are asking. Your Apple ID can be different from your email addresses. For your PC you should have downloaded & installed iCloud for Windows and signed in with your Apple ID to set it up.
