Can not submit an online repair request.

I go through all of the steps to submit one and everytime the same message comes up. I select the product i want to repair, there is no repair estimate, shipping is entered, Where's My iPhone is off, and I accept Terms and Conditions. Although after 20 tries of submitting, the "We’re sorry, but we can’t perform your online repair request at this time." Not sure what to do at this point and it doesn't seem like anyone else is having this problem.
