My iPhone 5SE is about 2 months old. On my old iPhone I had the Medical ID app, but this phone does not have it. I have just finished updating the software in hopes that the app would be available. However, that did not help. How do I get the Medical ID on my phone.

If I understand correctly, you are missing the Health app from your phone? Try typing in Health in spotlight search to find the app there to make your you didn’t just look over it. This app is undeletable so it should be on your phone somewhere.
