You won't see them until the connection is made. Are you reporting this after making a connection? What happens if they call you instead? If you only see yourself and you originated the call then no connection was established.

Facetime video no longer works on 2009 iMac running OS X Mavericks 10.9.5 when communicating with user who upgraded 2017 iMac from macOS Sierra to High Sierra, or iPad Mini 4 after upgrade from iOS 10 to 11. If functions fine when communicating with 2015 MBP running macOS Sierra 10.12.6
