To connect to a wifi network turn Settings > Wi-Fi 'on' and select the wifi network that you want to connect to - if it's a protected network you may need to enter the network's password.
The Settings > Personal Hotspot option (if that's what you mean by 'automatic hotspot') will only show if your carrier supports it and if you are on a tariff with them that includes it.
