Can't refresh wifi after upgrading to high Sierra

Before upgrading to High Sierra, I was able to refresh the wifi connection by clicking on the wifi icon on the toolbar, then "Open Network Preferences", then there would a pop-up for diagnostics and this is not available in the High Sierra system. Please help as this is a very useful utility for me given my problematic connection.
