Chinese display problem in OS 9.2

I am Chinese; and I have an old iBook running Mac OS 9.2. When I'm trying to open or copy some files with Chinese characters or names, the OS 9.2 can't display it correctly.

The "Chinese" in my "Language & Region Support" folder is alreday exist.

I checked the Mac Help and followed the introduction, Mac Help says I will need to launch the Language Register application in the Utilities folder, but It's missing in the Utilities folder. I can't find it!

I can't find Chinese fonts in the Appearance control panel too. What can I do to solve the problem and let the Chinese characters displaying correctly?

(By the way, I don't have Mac OS 9 install disc.)

I think it may be impossible to add the things you need without the install disc.

Given the extreme age and pre-unicode limitations of OS 9, I would recommend you find some way to get a more modern system if you need to work in Chinese.
