Cannot Call Up Passcode While Unlocking iPhone

On my iPhone SE, when I want to unlock my phone with a passcode instead of Touch ID, the phone often doesn't do anything even when it says “Press Home to unlock”. I'd expect a Passcode entry keypad to appear (just like it used to appear in earlier versions with the “Slide to unlock” feature.

I know I can force the passcode unlock when I press the lock button five times beforehand. However, that's rather inconvenient if I had to do it each time I need to get into my phone. In the winter time, I am wearing gloves while outside which is why I can't use Touch ID to get into my phone.

Is there some trick to reliably call up the Passcode option every time, or is this an omission in the current version of iOS?
