Will Apple Watch Series 3 Cellular version purchased from US work in India?

Request Insight:

Currently Apple Watch Series 3 Cellular version is not launched in India and as per public announcement, there is no tentative plan as of now. One of friend will be traveling back from US this December and I'm planning to bring the mentioned device from US. My question is if I purchase the device from US will it be configurable with the setting of India (country) - in terms of geographical time, apps etc. while initial setting up the watch. Secondly, will the support be extended to the local service center if I cover the device of Apple Care.
