iPhone 7pluse suddenly switched off.
the buttons to restart, it doesn't work.
A store tells me my Apple ID was hacked. and should pay money (210USD) to receive a code from Apple company.
Is it common for solving the problem by paying money??

Your phone shutting off and not restarting has nothing to do with your Apple ID. I would take to an Apple Store for service.
If you live near an Apple Store, make a Genius Bar appointment to have the phone tested. Supposedly there is no charge for testing. Use 2nd link if not near an Apple Store or aren’t in the US.Take the original purchase receipt with you.
You can easily check if anything have been done to your device by checking out the iCloud website and signing in with your Apple ID associated with that device..
