This feature has not gone away in iOS 11. While I'm not sure why you're not seeing it on your iPhone, I have some thoughts on how we can resolve this.
Let's start by restarting your iPhone.

Then test and see if the issue persists. If you still can't see your battery usage, I'd like you to back up your iPhone and then reinstall iOS.

If you can‘t update or restore your iPhone, iPad, or iPod touch
When you see the option to Restore or Update, choose Update. iTunes will try to reinstall iOS without erasing your data. Wait while iTunes downloads the software for your device. If the download takes more than 15 minutes and your device exits recovery mode, let the download finish, then repeat these steps.
