Before Apple new version I was able to download a free book but now I have to verify my account. Because my account has little money in it my book gets declined. Is there a way to go back to the previous version so I can get my free books like I used to?

Asking you to verify your card details is a way of confirming your id and that it's your account. If the card is not valid either try a different card, or try just logging into the account see if you can remove it : Change or remove your Apple ID payment information in the iTunes Store - Apple Support
