I made an in app purchase and I got the item I purchased. However, it didn’t charge my account. I think this has something to do with the reason why I can’t update my apps. It keeps saying my payment method was declined.

But all I have right now is a debit card. It’s been working fine. This is just strange and out of the blue.
It being a debit card is possibly why it's being declined, they seem to being accepted less-and-less by iTunes
