I thought determining seller may give a clue as
to why the iPhone was locked. End result is that
the iPhone is locked to AT&T, but the path may have
varied.

No apology necessary. At the current time there is no officially unlocked iPhone sold in the US Apple Store. The GSM side of the Verizon iPhone X is unlocked per agreement with the FCC but currently you have to have service with Verizon or set up service prior to buying one. The T-Mobile model is unlocked. The AT&T model no matter where it is purchased is locked. If you pay full price you can go through AT&T to see if you can get it unlocked.

From what seller did you purchase the iPhone?
It would not make any difference, it would still be locked to AT&T.
